Public Works
Located at 1000 Grove Street, Earlville, IL. The department's goal is to provide and maintain the infrastructure of the City of Earlville, and to protect the health and welfare of residents, businesses, and visitors. The Department strives to provide quality services within available resources, to our customers in a timely and efficient manner, along with supporting economic growth and development with the unity and trust of highly qualified and skilled personnel. The City of Earlville is a member of the Illinois Rural Water Association and the American Water Works Association.
Earlville’s Public Works consists of four (4) different departments.
Parks Department – Ralph Dodge Park is located on the corner of Ottawa and Winthrop Streets. The park has a paved basketball court, fenced in playground, gazebo and shelter to provide for the varied needs of the community.

7 a.m. - 6 p.m. October 1 - March 31.
Street Department – is responsible for the maintenance of over 10 miles of paved streets within the city limits. We appreciate everyone's cooperation in this as we strive to keep the streets clean and safe for all.

Street sweeping is generally done every other Friday on curb and gutter streets
- Snow plowing - There is no parking on designated snow routes after 2 inches of snowfall

Water Department – is responsible for monitoring Earlville’s 3 Public Water Supply Wells, 12 miles of distribution system water mains, 106 Fire Hydrants while treating ~100,000 gallons of water a day for residential and commercial consumption. The water infrastructure dates back to the late 1800’s. The city currently has approximately 650 water services.

Waste Water Department – responsible for the operation and maintenance of Earlville’s Wastewater Treatment Plant, over 9 miles of sanitary sewer lines, 3 lift stations and treatment of ~300,000 gallons of sewage a day. The current waste treatment plant was constructed in 2003.
Together, The Water & Waste Water Departments provide continuous and essential drinking water and sanitary sewer service to the homes and businesses of the City of Earlville. We operate and maintain the extensive network of buried water & sewer mains and pumping stations that receive and transport water and wastewater for our customers. Sewage travels to our wastewater plant where it is treated and discharged to the Little Indian Creek.
The City of Earlville’s Water & Sewer systems are operated as public utility enterprise funds. No tax dollars, in any form, are used to fund the water and sewer systems. The revenue that supports these utilities is derived solely from the fees charged for water & sanitary sewer services noted on your monthly utility bills.
The four departments are staffed by 3 full time employees. The office is located at 1000 Grove Street, with hours of 6:00am – 2:00pm (winter hours 6:30am – 2:30pm) Monday - Friday. Roger Torman is the Public Works Superintendent. He is the water/waste water certified operator with a Class A water certificate and Class 1 waste water certificate.
Michael Gast and Doug Ohme are the maintenance/operator crew.
